Quarters like this one are easy to misread. Six published changes sounds like a busy period; all six came from one operator, at one port, on one date. Every other terminal and carrier we track held its published figures through April, May and June.
Hutchison Ports lifted the whole Brisbane sheet effective 20 April: the import terminal access charge from $213.78 to $232.79 per container (+8.9%), the export equivalent from $196.58 to $210.48 (+7.1%), and the VBS booking fee from $49.50 to $54.50 (+10.1%). Three ancillaries moved with them — appointment no-show to $200, the sideloader fee to $89, and the long vehicle surcharge to $55 — between 7.2% and 10.0%.
The ancillaries are the part worth reading twice. They appear only on the invoices of the jobs that incurred them, so they never show up in a blended per-container average. If you run sideloader work or miss slots through Brisbane, your effective increase this quarter was materially above the 8.9% headline on the access charge.
Hutchison also brought a Sydney schedule into force on the same date. We hold the current Sydney figures — $233.36 import access, $209.64 export, $51.20 booking fee — but we did not capture the sheet that preceded them, so we are not quoting a Sydney percentage we cannot evidence.
The carrier side was quiet: no line changed an import detention rate or a free-time rule in the quarter. That is worth stating plainly rather than treating as normal. It means the quarter's entire cost movement came from the terminal side, which is also why the Landside Index rose on terminal access alone.
Largest single change. Hutchison Ports Brisbane VBS booking fee, $49.50 → $54.50 (+10.1%), effective 20 April — the largest percentage move of the quarter.
